TSDSI is a rule based organization. Its functioning is governed by the Rules and Regulations (R&R) in force. The R&R document defines the organization structure of TSDSI, the rules for membership, the governing structure and the processes to be followed for appointments, elections and standardization. The R&R document is a living document and can be revised from time to time following due process.

A sound IPR Policy is a pre-requisite for the success of an SDO. It helps create an environment where various technologies solutions can be discussed in a free and fair manner with the ultimate objective of coming out with standards that are best from implementation, inter-operability and technological angles. It assures the innovators and IPR holders that their intellectual property rights shall be honoured while at the same time, assuring the technology implementers that they have IPR owners’ commitment to sharing of technology under a FRAND (Fair, Reasonable And Non-Discriminatory) regime. TSDSI IPR Policy embodies all these characteristics and is compatible with the IPR policies of other prominent SDOs of the world.
