Call for Nominations for – TSDSI Hall of Fame – Fellows Awards 2023
TSDSI Hall of Fame was instituted from year 2019 onwards to felicitate individuals who have contributed to the cause of TSDSI. Persons who have made outstanding efforts, contributions or accomplishments of technical nature or for institutional building or raising reputation of TSDSI in the community, will be recognised as “TSDSI Fellows”. Details of Awardees of the earlier Hall of Fame can be viewed on our website at link here.
Fellows will receive a commendation certificate and their names will be hosted on the TSDSI Website.
This is a Call for Nominations for the TSDSI Fellows Awards 2023.
Award Categories:
There are two Award Categories:
- Technical Category: accomplishments, contributions to TSDSI technical activities. It recognizes the efforts and contributions of individuals from Member organizations for their accomplishments, contributions to TSDSI technical activities. It focuses on outcomes achieved and/or ecosystem impact of the nominee’s body of work at TSDSI (tangible outcome towards a pre-decided objective).
- Champion Category: outstanding contribution towards building TSDSI as an institution and /or enhancing TSDSI influence/stature in the ecosystem.
The nominee’s contributions/activities may span beyond the year in which the award is being considered.
Call for Nominations:
The Nomination window for awards in the above categories is open from this announcement date till 14 August 2023 EoD. A member organization may nominate individuals in format prescribed in Annexure A, latest by the due date. The nomination forms should be submitted to bindoo@tsdsi.in by email.
Rules for Nomination:
- Nominees for technical categories are restricted from within TSDSI members only.
- Nominations can be made only by Members
- Nominations made in a previous year maybe rolled over to the next year if endorsed by the nominator.
- Members can submit nominations of different individuals in more than one category.
- Self-nomination can be submitted.
- Jury members are not eligible for being nominated.
- Jury members should not nominate any persons for the awards. However, they can solicit nominations.
- In case no-one is found suitable, the jury may decide not to select any awardee.
- Jury members are selected in their individual capacity.
- A maximum of 2 awards can be given in a category.
- Technical Excellence awards will be given for technical contributions that may span beyond the year in which award is being considered.
- Further Eligibility Criteria and Assessment methodology for Technical Excellence Awards are given in Annexure B.
The awards will be announced in September 2023.
The “Jury Panel” constituted for evaluating the nominations is provided in Annexure C.

Technical Excellence Award Nomination – Eligibility Criteria and Assessment Guidelines
Nomination Eligibility Criteria:
- Evaluation will be done based on contributions made by the nominee to Technical Reports or Technical Standards that have already been published/ or approved in the past.
- Only following contributions will be considered:
- Original contribution
- Contribution derived from work done elsewhere (other SDO/SSO/forums)
- Following activities will not be considered:
- Transposed/copied/mirrored from work done in an external body
- AS-IS transposition/adoption of Standards from other SDOs
- A Technical Report/Standard can be considered only once. i.e., in case a report/standard is being quoted in multiple nominations, the jury will consider it only once – for the most significant contribution case.
- Nominations of persons who made Contributions jointly can be considered.
- Nomination can list contributions to multiple Reports/Standards that are eligible.
Assessment Guidelines:

- Increase in Level provides higher weightage (For e.g., Level 2 has more weightage over Level 1 and so on)
- Original contribution has more weightage over derived contribution. (Exception/Caveat: Jury may provision for contributions to existing standards like 3GPP/ITU-R which are incremental, derived and might need to be backward compatible)
- Weightage shall be awarded as per jury discretion based on the impact of the contribution (major/medium/minor).

Mr. Anindya Saha, Chief Technology Officer, Saankhya Labs Pvt. Ltd. was recognised as TSDSI Hall of Fame 2022 FELLOW for Technical Excellence for “pioneering the Standards development for Broadcast-Broadband Convergence, at TSDSI, ITU and 3GPP, establishing India as a global leader; and for shaping the TSDSI Standardization Roadmap 2.0”.
Mr. Satish Jamadagni, Sr Vice President – Global Standards, Technology Development, Reliance Jio was recognised as TSDSI Hall of Fame 2022 FELLOW for Organization Building for “establishing strong Industry-Academia collaboration and rallying global support for TSDSI driven contributions (for 5G and 6G) at 3GPP & ITU and committed leadership to streamline the technical and governance processes within TSDSI”.

- Technical Category:awarded to a TSDSI member for their accomplishments, contributions to TSDSI technical activities. It recognises individuals for outcomes achieved and/or ecosystem impact of their body of work @ TSDSI.

Prof Bhaskar Ramamurthi, Former Chair of TSDSI and Director IIT Madras was recognised as TSDSI Hall of Fame 2021 Champion for “his leadership role in catalysing the government, industry and academia to set up TSDSI and steering it successfully through its start-up phase to become a globally respected SDO”.
Mr R K Pathak, Member of TSDSI Governing Council and Deputy Director General- International Cooperation, DoT was felicitated as TSDSI Hall of Fame 2021 Fellow for Organization Building – for “being a pillar of support for TSDSI from its conception, championing TSDSI within DoT in its formative years and laying a solid foundation for TSDSI by leading the drafting of its rules, regulations and working procedures”.

TSDSI FELLOW (Technical Excellence) 2020
Dr Klutto Milleth, Chief Technologist, CEWiT, for “his significant technical contributions relating to improvement in spectral efficiency and latency in TSDSI 5G standard 5Gi, which is going to become part of IMT-2020 specifications of ITU-R. He is also one of the flag bearers of TSDSI, for contributions from India at 3GPP.”
TSDSI FELLOW (Organization Building) 2020
Prof Abhay Karandikar, Former Chairman, TSDSI (Director IIT Kanpur), for “his efforts in steering TSDSI through a very critical initial period and establishing a strong organizational framework. He led TSDSI from the front as the first Vice-Chair, and then as Chair, and also as interim DG to provide the much needed stability and direction for the initial 5 years of TSDSI.”
TSDSI FELLOW (Champion) 2020
Ms Aruna Sundararajan, Former Secretary, DoT, for “her decisive leadership in building support for TSDSI’s efforts at ITU. She enabled the path for better Rural Broadband 5G connectivity in India and worldwide, by enabling TSDSI to make history at ITU-R WP5D first by contributing LMLC as a mandatory IMT-2020 requirement, and then through the first ever Radio Interface Technology submission from India.” The awardees were selected by an eminent Jury panel comprising TSDSI leadership and invited expert Mr Arif Khan, Chief Digital Officer, NPCI, from nominations received from members.
TSDSI completed five years of existence on 7th January 2019. As we look back on our brief history of five years, we see the vision, wisdom and tireless efforts of our members and patrons that went into shaping TSDSI and laying a strong foundation for Digital Communication Standardization framework in India.
To commemorate successful completion of 5 years, a TSDSI Roll of Honour was instituted to felicitate individuals who have contributed to the cause of TSDSI by providing outstanding organisational leadership, championing the cause of TSDSI and making outstanding technical contributions. A rigorous process of nominations by Members and selections by the Awards Jury was followed over a 3 month period. The final winners were awarded with a plaque and a certificate each, by Ms Aruna Sundararajan, Former Chairperson Digital Communications Commission (DCC) and Secretary DoT, in a glittering TSDSI Awards Ceremony, held in New Delhi on 14 October 2019, World Standards Day.
TSDSI Fellow – Technical Excellence
Awardee #1: Prof. Kiran Kuchi, IIT Hyderabad,
for his pioneering leadership at TSDSI and specifically for the Pi/2 BPSK and NB-IOT coverage enhancement contributions at 3GPP, thus establishing a firm global footprint for India as a technology innovator for 5G.
Awardee #2: Dr Radha Krishna Ganti, IIT Madras,
for “Leading the first ever technology contribution from TSDSI ‘LMLC for IMT2020’ and ‘TSDSI-RIT submission’ at ITU-R WP5D, heralding India’s arrival as a technology contributor to 5G.”
